Goa hikes casino license fees by 200%

Casino operators in the Indian state of Goa are facing significantly higher costs after the government approved a sharp increase in licensing fees for the sector.

Chief Minister Pramod Sawant announced that fees for establishing new land-based casinos will rise by 200%, effectively tripling the current cost for operators entering the market.

The announcement came during the presentation of the 2026–27 state budget to the Goa Legislative Assembly. Sawant clarified that the increase applies only to land-based casinos, while the number of offshore casinos will remain capped. “No new offshore casino will be allowed,” he said, noting that the current limit of six floating casinos operating in the state will not change.

Sawant claims these budgetary initiatives form part of the Government of Goa’s long-range development plan “Viksit Goa 2037” which will produce development in all three areas: economic development; infrastructure; and tougher regulation of areas in which there are economic activities.

At present, Goa is India’s only State to have legalized casino gaming, granting permission for casinos to operate within hotels, and on vessels that operate off shore. There are currently (February 2014) 13 casinos in operation in Goa, 7 on land and 6 on the Mandovi River at or near the capital city of Panaji.

The Goa Government has also indicated an interest in creating more stringent regulatory oversight over the Industry. Initial proposals have included designating a State Gaming Commissioner to oversee all aspects of casino operation in the State, including compliance issues, player tracking and anti-money laundering activities.

According to the proposals, the Gambling Commissioner will have the authority to suspend or close down any casino that is found to not comply with applicable regulations, which represents yet another effort by the state to create a governance model for a growing industry while still maximising its economic contributions.
