Indonesia’s officials decided to take a strong action against illegal online gambling, shutting down more than 130 websites involved in betting and even freezing the funds that are alleged to be linked to these unlawful operations.
These measures show how the government is attacking the digital gambling networks and cutting down their financial avenues. Jakarta police confirmed that a total of 132 online gambling centers were closed down after a raid. The raid was initiated by the Cybercrime Directorate of the Indonesian National Police, known as Dittipidsiber. This specialized unit is responsible for fighting various digital crimes such as cyber fraud, illegal gambling and other cybercrimes.
During their investigation, the law enforcement agencies financially froze transactions to the value of 255.75 billion rupiah or approximately $15.2 million. The officials are certain that this money is related to illegal gambling activities. The majority of illegal gambling activities were detected through the information obtained from the Financial Transaction Reports and Analysis Centre (PPATK), the agency that typically deals with the filing and analysis of suspicious transactions in Indonesia.
Suspicious financial transfers flagged through monitoring
Police say that PPATK was able to spot suspicious gambling-related money transfers by means of a computer-based financial monitoring system. The system works together with banks and other financial institutions in identifying transactions linked to the gambling websites or networks that are already known.
Cops disclose that the feature was very helpful indeed in exposing the payment methods of the illegal platforms. At the same time, a number of analysts and civil groups have criticized the surveillance system. Some of the detractors say that the automated tools have, in some instances, resulted in the freezing of bank accounts even though the owners were not involved in the gambling activities.
Besides, officials have also used this system as a tool to trace the online betting activities of individuals who are on social welfare. Instances have been reported where those who gamble online have been excluded from receiving certain types of government assistance.
Brigadier General Himawan Bayu Aji, director of Dittipidsiber, explained that as a result of their investigations, the team uncovered some suspicious cash flows through a total of 5,961 bank accounts in the gambling ring. They are still of the opinion that there may be more undisclosed accounts involved. Furthermore, the police have revealed that up to 11 separate criminal cases are under investigation as part of this broader probe.
Out of the frozen assets, 142.01 billion rupiah (~$8.4 million) is the share that may be confiscated. The funds are currently spread across 359 bank accounts that the authorities suspect were used for gambling-related transactions. Besides these, the police department is also scrutinizing 40 accounts that exhibited highly irregular financial activities, thus were flagged by the system.
The final decision on the money will be made through a court order. The courts will decide whether the sums were merely illegal gambling deposits or withdrawals. In case the answer is yes, the assets will be seized and auctioned off to the state treasury. In fact, law enforcement officials say that going after payment channels is one of the most effective ways of dismantling illegal gambling networks.
Brigadier General Himawan said:
Payment channels are the operational route that enables illegal gambling activities.
The enforcement is a part of Indonesia’s plan to impose more general restrictions on online activities. The government has recently revealed a draft to restrict the use of social networks only to people aged 16 and above. According to the Minister of Communications and Digital Affairs Meutya Hafid, the measure will prohibit children from opening accounts on what the government considers high risk digital platforms. Among these platforms are YouTube, TikTok, Facebook, Instagram Threads, X, Bigo Live, and Roblox.
Hafid said:
The basis is clear. Our children face increasingly real threats.
The Minister brought up a bunch of concerns featuring the exposure to pornographic content, cyberbullying online scams, etc. and the rising level of digital addiction of young users, as some of the reasons for the lockdown. On the one hand, some tech companies have voiced their disapproval of these measures; the government officials, on the other hand, have insisted that these restrictions are a wholesome measure in the protection of the younger generation and simultaneously in the deterrence of illegal online gambling.
