KSA welcomes new Advisory Board members as tax hike impacts Dutch gambling market

The Dutch gambling authority, Kansspelautoriteit (KSA), has welcomed two new members to its Advisory Board.

Prof. Dr. Ingmar Franken, a Clinical Psychology professor at Erasmus University Rotterdam and Head of the Centre for Addiction and Substance Research (CESAR) in Rotterdam, brings decades of experience, having started his career as a psychologist in 1994 and working with institutions such as Erasmus and Antes.

Joining him is Hoogland, the National Chief Advocate General of the Dutch court of appeal (Ressortsparket), who previously served as Deputy Chief Public Prosecutor at The Hague’s District Public Prosecutor’s Office.

Both will serve three-year terms, joining the Board 11 years after its creation, alongside Chair Anita Vegter and members Haiko van der Voort and Peter Kerkhof.

Their appointment comes amid concerns over the effects of higher gaming taxes in the Netherlands, which have been linked to declining participation in legal betting and rising illegal gambling activity. The tax hike has left revenues €30m ($34.6m) below target in the first half of 2025.

The news also follows the KSA’s recent appointment of Jaap Wieland to its Objections Advisory Committee, also for a three-year term.
