
The Dutch gambling authority, Kansspelautoriteit (KSA), has issued a formal enforcement order against online casino operator Starscream, demanding the company immediately stop its unlawful gambling activities in the Netherlands or face a weekly fine of €280,000 ($321,700).
According to the KSA’s recent decision, Starscream could incur a maximum fine of €840,000, reflecting three weeks of penalties. The regulator determined that the operator violated national laws by making unlicensed online casino services accessible to Dutch users through websites such as rantcasino.com, sugarcasino.com, and allstarzcasino.com.
An investigation revealed that Starscream failed to implement sufficient geoblocking measures, enabling Dutch residents to access these illegal platforms. As a result, the company must now pay €280,000 for every week the sites remain active.
The KSA has had a proactive start to Q2 2025, also fining Techno Offshore €1.2 million for unauthorized casino operations and penalizing another unnamed company €734,000 for lapses in preventing underage gambling. Additionally, the regulator recently announced plans to intensify its crackdown on illegal gambling apps throughout 2025. And just last week, the KSA imposed a similar weekly penalty on Gamusoft, an operator involved in skin gambling for the esports game Counter-Strike 2, ordering it to cease offering unlicensed games of chance to Dutch players.
