The Spanish Ministry of Territorial Policy and the Government of the Canary Islands have begun talks to address issues linked to Law 2/2025.
This legislation introduces urgent actions aimed at cutting temporary employment in the public sector while strengthening measures to protect minors from gambling-related harm.
As part of the agreement, both sides have set up a bilateral cooperation commission to reconcile legal inconsistencies between national and regional frameworks.
The working group, co-chaired by Ángel Víctor Torres Pérez, Minister of Territorial Policy and Democratic Memory, and Manuel Domínguez González, Vice President of the Canary Islands, will develop a unified strategy to enhance regulatory alignment.
Although the law primarily targets public administration reform, its gambling-related elements have gained notable attention. Spain continues to tighten controls on gambling exposure among minors, aligning with initiatives from the Ministry of Consumer Affairs, which has frequently warned about the normalization of betting among young people.
Earlier this year, Spanish regulators expressed concern over minors’ exposure to gambling content through digital media and influencer advertising, noting that social networks and streaming platforms increasingly blur the boundary between entertainment and gambling promotion.
