Ukraine’s gambling regulator (UGC) has issued a significant penalty to football club Dynamo Kyiv for breaching strict rules on gambling advertising. The State Agency for Gambling and Lotteries Regulation (PlayCity) ruled that the club violated multiple provisions of the country’s advertising and gambling legislation, resulting in a fine of about $140,000.
The decision, dated 26 January 2026, follows an investigation confirming that Dynamo Kyiv failed to comply with several requirements of the national advertising law and related gambling regulations. The penalty is being applied under Article 59 of the gambling regulation law, which allows financial sanctions for breaches of advertising rules.
Under the ruling, Dynamo Kyiv has three months from the date the decision takes legal effect to pay the fine or challenge it in court. If the club neither pays the penalty nor files an appeal within the allotted period, the decision will become enforceable and can be handed over to the state enforcement service for compulsory collection.
PlayCity has also instructed its supervisory department to monitor compliance, notify the club of the decision formally, and publish the resolution on its official website.
