Brazil’s SPA Prioritises Licensing Review and Lottery Regulation in 2026/27 Agenda

Brazil’s gambling regulator, the Secretariat of Prizes and Bets (SPA), has outlined its regulatory agenda for 2026/27, highlighting a planned review of licensing procedures and enhanced oversight initiatives, including the future regulation of Caixa’s federal lottery operations.

Published through Normative Ordinance No. 408 in the Official Diary of the Union, the SPA’s agenda signals a broad effort to refine regulatory processes, strengthen market supervision and improve transparency for both operators and investors. Key priorities for 2026 include reassessing the licensing process, tightening enforcement against illegal operators and updating advertising rules.

As part of its early agenda, the regulator plans to review licensing procedures covering approvals, rejections, suspensions and terminations, with an expected launch in the first quarter of 2026. The SPA will also analyse rules for blocking payments linked to suspected illegal betting and evaluate affiliate advertising requirements to enhance technical standards and compliance obligations.

Later in the year, the SPA will turn its attention to the regulation of fixed-odds sports betting and other lottery modalities through physical terminals, followed by efforts to strengthen responsible gambling policies and monitoring systems. By the fourth quarter, the agenda anticipates improvements to inspection procedures and the sanctions regime that supports enforcement actions.

Looking ahead to 2027, the SPA plans to review anti-money-laundering and counter-terrorism financing policies and evaluate regulatory provisions for Caixa Loterias, which currently holds a federal lottery monopoly in Brazil.
