Massachusetts fines 5 sportsbooks $80,000 for market violations

BetMGM, Caesars, DraftKings, Fanatics, and FanDuel fined totalling $80,500 from The Massachusetts Gaming Commission.

Violations have been recorded, including offering bets to college players and failing to meet the regulator’s standards for betting markets.

The Massachusetts Gaming Commissioner Nakisha Skinner said:

We, as a commission, come down pretty hard on the operators in these noncompliance matters where we need to, and with good reason. But the operators have stepped up their review of these matters and the protocol and remedial measures they have put in place to catch them.

BetMGM, Fanatics, and DraftKings, were each penalized twice by the MGC for college betting violations. Fanatics received the largest fine tied to college markets, paying $7,500 after it accepted 36 wagers worth $545 on the 2025 Heisman Memorial Trophy between January and March of that year.

Chair Jordan Maynard explained the scope of the review:

These are retrospective. We’re looking back on pretty much close to the launch of sports wagering in Massachusetts in some of these cases.

Both BetMGM and DraftKings had identical amounts ($6500 each) levied against them due to different infractions. Additionally, DraftKings was hit with a further penalty of $10000 because they offered prop markets for a college basketball game.

Caesars also paid a penalty of $10000 for accepting improper wagers during the 2024 UEFA through the MGC, where six wagers related to red cards were accepted for a total of $8270 (which is illegal under current law because football wagers cannot be based on officiating decisions).

FanDuel was penalized $5000 for offering college prop wagering on September 2023 (the first recorded violator).

Both Fanatics and BetMGM were also fined for offering illegal UFC prop markets along with their previous violations for college wagering.

Fanatics and BetMGM were also fined for offering illegal UFC betting markets, adding to their previous college violations. Fanatics received the largest fine at this stage, a $20,000 fine, while BetMGM was fined $15,000 for accepting improper bets in 2024 and 2025.
