The Cabinet of Ministers of Ukraine has approved a new resolution introducing state registries that will be integrated into the country’s State Online Monitoring System.
This digital infrastructure will allow the government to track and verify all gambling transactions in real time, ensuring greater transparency and regulatory control over the industry.
The monitoring system is being developed to support the newly established regulator PlayCity, which officially replaced the previous authority, KRAIL, in April. According to officials, the initiative aims to strengthen oversight of both the land-based and online gambling markets.
The scope of monitoring will include traditional casinos, sports bookmakers, online casinos, and online poker platforms. To fund the project, the government has allocated ₴84 million (approximately $2.1 million), although full-scale implementation of the system is not expected before the end of 2026.
In the coming months, a public tender will be announced to select developers for the platform, marking the next stage in Ukraine’s effort to modernize and centralize gambling regulation.
