Brazil moves toward national betting system

Brazil’s Secretariat of Prizes and Bets (SPA) has called on state officials to attend a meeting focused on creating a unified national betting system.

Scheduled for Friday, April 4 at the Ministry of Finance headquarters in Brasília, the meeting aims to align state-level gambling regulations with the federal framework.

Each Brazilian state has been asked to send one representative to discuss up to three topics related to forming a national betting system. The SPA hopes the initiative will strengthen cooperation between state and federal authorities, enhance regulatory consistency, and support the growth of Brazil’s recently legalized online betting market.

According to the SPA, the proposed system would help clarify federal rules, promote responsible gambling, and introduce best practices for fighting money laundering and match-fixing.

This comes shortly after the SPA closed its public consultation on its 2025–2026 regulatory agenda on March 27. The finalized agenda is expected to be released on Friday, with the national betting system listed as the eighth major project.

Regis Dudena, the head of SPA, mentioned: 

We have created a framework of main rules which is quite complete and essential for the start of the regulated fixed-odds betting market, but regulation is a cycle; there are always points to be reviewed and improved.

We are observing the practical effects of the rules we have created on a daily basis so that we can understand what needs to be improved.
